The Former President's Progressive Alarm Overlooks The Continent's Real Danger: Technological Decline.

Donald Trump's security policy document presents a misguided view of the European Union. The document asserts that open-border policies and so-called "woke" policies represent an existential risk to European civilization. However, this perspective is based on a fundamental misinterpretation of the situation. The true challenge confronting the EU is not cultural but economic and technological lag.

A Glaring Growth Gap Separating the US and Europe

The data paint a stark contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry thirteen and a half percent increase for the EU. Over this period, European income per person dropped from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a greater average income than several leading EU nations like France and Italy.

Currently, roughly 50% of the world’s 50 largest tech companies are American, while a mere four are from Europe.

The Technological Shortfall: The Core Problem

This widening economic gap is driven by superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology dominance is decidedly American. Over the past fifty years, 241 US firms have scaled into companies valued at over $10bn, versus only fourteen in Europe.

This disparity raises a vital question: In the race for future industries like semiconductors, AI, and quantum computing, where does the EU stand? Experts widely concede it is largely a two-horse race involving the United States and China, with European nations starting at a clear handicap.

Root Causes of the Continent's Innovation Gap

A number of major factors explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile network for financing new ventures. Europe still lacks a genuine capital markets union, a factor that caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A US startup can launch a service under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is split among twenty-seven separate regimes, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find causes for optimism. Policymakers are growing more conscious of the existential challenge and have begun to propose substantial change. Key analyses on EU competitiveness and the internal market highlight the necessity of sweeping changes.

Given appropriate incentives and rule changes, these assets could support far greater levels of business-led breakthroughs.

The continent retains considerable advantages: high-quality workforce, excellent education systems, and world-class research institutions. Coupled with a large internal market and high savings rates, these foundations have the potential to trigger a surge of venture creation.

Importantly, even if Europe does not become the leader in developing next-generation tech, it can still dramatically boost productivity by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now stands at a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. However, if it fails to take bold steps to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
